Using the ntp server <ip address> configures devices to sync with ip host.
Using the Ntp master makes the device an ntp server.
my question is this: Without using the above commands or any specific ntp command, is ntp enabled on device interfaces by default?

No, without using any specific ntp commands then ntp is not enabled on device interfaces by default.
If you want ntp to be active you must enter some command to enable it.

Thanks Rick. I actually just wanted another professional verification. Its amazing how some people put articles together without proper fact checks. I read that its enabled by default in an IT magazine. Its either they weren't referring to Cisco devices or they definitely have it twisted.
