off-net-on-net-off-net Calls failing

Hi,

An issue occurs when an off-net call, from either a mobile VPN user or a user on another PBX connected to the UCM here in the UK - calls a device on another UCM (connected via ICT) that is call forward always to an offnet number. I have looked at the CSS & Partitions and they seem to be correct and DNA shows that the call should route but the call fails to NU tone. The call is successful if the originating device is a CCM userâ€¦..Block off=-net to Off net is FALSE on both UCM. One is 5.1 - the other 6.1...any ideas?
