Does anyone know how to configure tacacs+ on an ASA-SSM-20? Is it even supported?

You can't.
external authentication is not supported on the sensors. No TACACS+, no RADIUS, JUST local user accounts with password.
Makes my IPS devices fail the security audit every time.
