I can not set conference in CME 4.3

I upgrade from 4.0 to 4.3 version. currently I can not make three party conference calls, even internal. When I try to set the conference the parties are put in hold.

I don't know if the new version adventerprisek9-mz.124-20.T.bin has any bug.

any idea about this issue??
