3230 Mobile access router grounding in vehicle

The 3230 chassis comes with what appears to be a grounding lug. Part number 32-0673-01-A0. I can not find any mention of it in the documentation. Where on the 3230 should it be attached? Does it get attached on the 3230 when one of the bolts for the mounting bracket is put on? It's too small for the mounting bracket to vehicle bolts.
