Sorry, but the WS-C3524-PWR-XL cannot be upgraded to support industry-standard PoE; it can only provide Cisco Inline Power.
The only way you could do this is to put an IEEE 802.3AF-compliant power-injector into each port of the switch you want to run such a device from.
