Unable to call Extension numbers

I have ip telephony exprss with 4 ports fxo card. the first three lines should go

to the helpdesk phone with extension 1001.The last line (with the number 017409512) should go to the manager's phone with extension number 1024. The manager should also make outbound call using his own line which is 017409512. He should use another line only if his own line (017409512)is not available

Note: the manager's line is on port 0/1/3

All the above works fine. the problem is that the managers phone (ext 1024) cannot call any internal numbers (extensions - 10xx). but all the extensions 10xx can call it. Note that this extension can also make outbound calls and can also receive inbound calls. it is only extensions that it cannot call.

What is the exact CallManager version that you have installed?

Has the problem with call happened since the install? If not, what changed before it started?

What phone models and firmware version are you using?
