MARS release notes indicate that "When upgrading a "restricted" model of MARS appliance (20R, 100e, or GCm) to MARS Software release 6.0.1, all limits enforced by the restricted model will be ignored. The "restricted" models will perform as unrestricted models (20, 100, or GC) once upgraded to release 6.0.1. "
what restrictions are they referring to? does this mean that my CS-MARS-100E-K9 system will have the same event-per-second capacity as a CS-MARS-100-K9 (from 3000 to 5000) after it's upgraded to R6?

And if it does; What about 25R and 110R? Is the restriction moved on these as well?

No.
There is a clear licensing upgrade path for the 25R and 110R. There wasn't an upgrade path available for the 20R or 100e appliances.
