I'm configuring a threshold of 15Mb for our Border Router 7200 and an Internet bandwidth of 20Mb. If threshold is reach or over, email notification is sent. This is for trial and not real.

For some reason, its not working.

Threshold Name= Interface Utilization

Variable Name: ifspeed

Condition: >=

Value: 15000000 (bits/second)

Violation: 1

Instances: Border router WAN Interface

Please confirm if this settings are correct?

ifSpeed is a static value based on the interface. It doesn't change. For example, the ifSpeed of a 10 Mbps ethernet interface will always be 10000000. You want to choose either RxUtilization (for receive utilization) or TxUtilization (for transmit utilization) as your Variable Name. Then specify the desired percentage based on the maximum bandwidth of the interface.
