I am trying to setup "Dynamic Failover with IP SLA" per the instructions detailed here: http://www.ciscoblog.com/archives/2008/08/dynamic_failove.html
I am getting an error when I try to enter the number one (or anything after 'ip sla')
% Invalid input detected at '^' marker.
Do I need to turn something on first, before I use this?

Always rely on the online help. If you add the monitor option, you will be able to complete the command:

IP SLA configuration varies among IOS releases. Either rely on the online help or hit the IOS documentation for any variation of the command.

Please post the output from typing show version
Also, the output from the following command:

I see. I did try that.
This is what I typed...
*ip sla monitor 1*
which brings me into a config mode...
Not sure what to enter once I get in there.

After typing ip sla monitor 1 you will enter into the SLA subconfiguration, please take a moment and read the documentation from your IOS at:
http://www.cisco.com/en/US/docs/ios/12_4/ip_sla/configuration/guide/hsla_c.html
Here is a sample config from that page:
ip sla monitor 6
type echo protocol ipIcmpEcho 172.29.139.134 source-ipaddr 172.29.139.132
frequency 300
request-data-size 28
tos 160
timeout 2000
tag SFO-RO
ip sla monitor schedule 6 life forever start-time now
