first of all it depends from availability but you can think of:
ATM that can do whatever FR does
MPLS + modular QoS over any kind of access link from T1 to subrate FE.
if Internet connectivity is good and there is no high need for video you could even think to use DMVPN with modular QoS but results will be less good then with first ones
