this means the interface keepalive sent every 10 seconds is not received back

this normally leads to one of the following :

- unplugged cable or wrong cable type (cross / straight)

- powered off remote end device

- unmatching fixed speed parameters

As John suggests you could provide more info on how the port is configured and on what type of device to get better help.
