Simple question: How much time approximately will a replication a Primary ACS server to a secondary ACS server will take, assuming around 200 devices (AAA clients)?

Between 30 to 50 secs.

Once you are done. The replication is not only for the AAA devices but also for the policy u have created.
When configured for replication it does not take more than 30 sec.
