Camp-on service is a TCL/IVR script that handles calls to busy extensions. Caller will hear an announcement and music on hold. Once the extension is free again, it will be forwarded the waiting call.
There is a feature called âcallback" that does this feature.
There are three basic steps to configure the Callback feature:
Activate the Cisco extended Functions Service.
Create the Softkey Template.
Assign the Softkey Template to an IP phone.

The business requirement is to have a call-waiting line phone but when the line is busy to have a way to notify the caller that the other party is talking. With callback the caller does not receive a notification that the called is talking if call-waiting is enabled.
