Unable to dial unity express pilot number for voicemail

I have setup my sip dial-peer with g711ulaw codec pointing to my UE. Created ipunnumbered and route to AIM module, but I cannot dial the voicemail pilot number, I get an unknown number and busyout signal. I'm using CME 4.2 and CUE 3.2.1. I have never had this problem before, all I did was upgrade the mailbox licenses. What am I missing here?
