URGENT PLEASE: BPX 8600 OC3 to DS3 PVC problem

Hi we have a BPX 8600 at our community internet exchange and need some help.

We have a DS3 (BXM-T3 Rev BEY) card in slot 1. For the past several years we have used our DS3 to Qwest and broken out additional DS3's based on VPI.

Recently we used up all the bandwidth on the Qwest DS3 and decided to move to an OC3.

So we installed a BXM-155 Rev CLH in slot 3. The Physical port comes up.

Here is the problem. When doing an addcon to build a PVC from the OC3 to a PVC on a DS3 port we get no cell traffic across the switch.

Either end of these PVC's are terminated into Cisco routers (7507 on one end, and 7600 on the other end)

If we loop the DS3 or the OC3 the routers at either end can ping themselves.

If we put a hard (optical jumper) loop on say 3.2 and then build a PVC from 3.4 to 3.2 the router on 3.4 can ping its self. Same holds for the DS3 side of things.

We really need to get this working... So any help would be greatly appreciated.
