under line con 0, changing speed to 115k or anything else such as 9600kbpsc generates error: Failed to change line 0's speed. Does anyone know how to fix this?

As far as I know the console on the 7x00 routers does not support speeds above 9600.
But you may try using the config register.
e.g. to set speed to 0x2902 configure
config-register 0x2902

You are correct. The max baud rate is 9600. A config-register of 0x2902 will result in a 4800 baud rate.
