What is the difference between an IOS FW and a router ? Can they be used interchangebly ?

Not sure exactly what you mean by IOS FW. There is a firewall called CBAC (Content Based Access Control) which runs only on Cisco routers. It is a fully stateful firewall.
CBAC is part of the advanced security feature set that can be run on IOS routers.
