What version of CCM you are using? Also, check if the user ipcc extension is assigned to rm. you could see agent extension as resource in ipcc? or I suppose you are using ICM?

You'll receive this error message due to inability of jtapi device control, the client app will timeout by default at 60 seconds. Verify device association to PGUser. If you find the phone is associated, then de associate the phone from PGUser, reset the phone, reassociate to PGUser and retry login. There were various defects in the CM 4.1.x train which caused issues with Jtapi device control even when device was associated and registered.
