MWI not working

Hello I am running Unity 4.0 server in failover and I have some phones when they receive a call the Message Waiting Indicator doesn't come on. When you log into the server that status shows that it is on. How do I fix this please help!!!

first thing i would think is a CSS/partition problem. VM ports cannot reach MWI, MWI cannot reach phone.

if you click on refresh on unity what's the status?

do you see the dial (MWI) in the port status monitor??

When I click on refresh it states that it is on, however when I go to the phone its off it does tell me I have a message but no light.
