Config not saving on router

I have a 2821 router and is trying to configure it. the problem is, whenever i reboot the router, it starts with the setup dialog and no startuo-config file on flask

Of course I save before rebooting.

Please help

Asib,

Check the config-register. It is probably not set to 0x2102. You can check the config-register by issuing a "show version". To change it do:

router(config)# config-register 0x2102
