I need to find out what is required to be able to send vlan traffic across a point to point link.
Site A (Vlan 100) -> P2P Link (25Miles) -> (Vlan 100) Site B

A transparent LAN from your ISP or a 7200 series router on each end with Layer 2 transport configured

Assuming the p2p requires serial interfaces, using routers on both ends of the p2p link but configured for bridging, might work for you.

Don't see bridging offen across routers, because if you have routers, often better to route. It has been quite a while since I've even seen an actual router bridge configuration, so unable to provide a current example or better advice, but I did try to find you some additional information, see below.

Another alternative is to look at L2TPv3 -
Not all routers/IOS versions/feature sets support it so it would be worth checking on Feature Navigator
