ISDN call connects but no ring back and continous dialtone..

I have set up a back to back ISDN PRI link between a 3725 router (Callmanager express with an IP phone ) and a 3640 router. I registered 3640 router with another Callmanager as H323 gateway. Now when place a call from either side I get a continuous dialtone and call seems to be connecting and hangs up.. Can some one take a look and see if I miss any thing ?

Check codecs and direct-inward dial commands

dial-peer voice 34 pots

incoming called-number .
