I have an IPT site with a redundant data connection that is set up as a failover link. My problem is that if the primary data like goes down during the time it takes the network to reestablish routs to call manager SRST kicks in. Is there a way to delay SRST?

You can increase the "Station KeepAlive Interval" service parameter, it defaults to 30 seconds, if 3 of these keepalive messages are not received by the phone it attempts to register with SRST reference. So, theorytacally it could be anything between 61 and 89 seconds, if you increase the timer it would be longer.

Thanks for the info. do you know what unit of time this command uses? I put in 90 and it seemed to make it fail over quicker.

Do you have to restart SRST or something to get the configuration change to take?
