Does anyone know of a software that monitors the LAN and sends an alert when an available IP address outside of a DHCP scope gets used up so it can be checked and verified by the administrator ?.

Use DHCP snooping together with arp inspection. Entries (PCs) that are present in the DHCP snooping table will get allowed. If someone uses a static address, it will not be present in the dhcp snooping database, and he will be blocked.

Thanks for the info. From what I can tell the client wants a software application that sends him an email alert when someone uses an IP address that is not in the DHCP scope. It's so he can mainly track who is using what IP address and when they plug it into the network.
I have hunted around and there are a few IP management programs out there but I cant find one that specifically does this. ( So far )
