Abbriviated dialing is a feature on CM that allows users to dial their personal speed dials entered in the ccmuser page. What you are referring to is essentially global speed dial. The easiest way to accomplish that is to use translation patterns, so in your example you would have a TP with DN #777 that is configured to transform called number to 5554.

It applies for your ver as well.
Pretty much you just need the Translation Pattern field and the Called party transform mask field, and finally assign a CSS that can reach the Partition of the called party (Route Pattern or DN).
