Hi,
Is there a way to generate a email Alert for a link latency using IPM modle in LMS ver 3.0.
I have configured IP SLA UDP - ECHO on my 3845 Router, but im not getting any traps to DFM/IPM.
Please advice.

No. Unfortunately, DFM does not understand IP SLA traps. We are working on using syslog messages to trigger RME automated actions for IP SLA collectors in LMS 3.2 due out next summer.
In the meantime, you will need to have a third party trap receiver which can process the IP SLA traps.

Can we integrate withHPOV NNM , to make this happen.
or Does LMS version 4.0 support this functions.
Any suggestion on the third party trap recivers.

If your devices are configured to send traps to NNM, then NNM can report on the IP SLA traps (as it would any other). There is no LMS 4.0 yet. The current release is 3.1, and the next release will be 3.2.
Besides NNM, I use net-snmp's snmptrapd to handle traps from our lab devices (http://net-snmp.sourceforge.net).
