still not clear. if you have only 1 cluster the licensing server replicates the information to all servers in cluster. you only need the process node license per server if you want to start CCM service

if you mean you want to have another cluster with exact same config in case working cluster crashes, then yes, licensing is completely separate

You need node license for each server in the cluster, so you would need LIC-CM6.1-7816= for every server (or whatever the server model is). Unless you go with CUWL licensing, which gives you unlimited (up to supported) number of node licenses. You do not need to duplicate the DLU licenses.
