sip dialpeer redundancy and redirect

Hi all.

We have a CVP and a voice gateway with the following configuration(with some omitted output):

An incoming call is sent to the IVR (matching dial-peer 31000)

The system checks for an available agent an then send a "refer" to the VG with the agnet directory number.

The voice gateway send the call matching the first voip dialpeer available and not the one with the best preference (in our case 20001 instead of 20002).

How can we modify our config in order to send a call to a preferred dialpeer?
