iBGP fully meshed

The BGP split horizon rule assumes that all iBGP routers are fully meshed and therefore doesn't advertise routes to other iBGP routers to prevent routing loops. Does "fully meshed" in this case meant that all routers are peered with each other or do they all need physical connections?

They do not need physical connections, but each iBGP router needs to be peered with all others. This can become un-wieldy because the number of connections grow at an astounding rate. You can use route reflectors to eliminate the full mesh requirement.
