Am I right that this is caused by a bug in Entity-MIB for cat3550 in 12.1(13)EA1c (CSCeb51407) and the only workaround is to upgrad to 12.1(19)EA1 or higher? I want to confirm this because there are only a few hundred devices affected...

Yes, you need to be on 12.1(19)EA1 or higher for 3550 switches. There is also a bug that has similar symptoms which affects newer 3550 code (late 12.2), but it is fixed in RME 4.2.
