We have a core tunnel router at HQ that our branch routers establish a DMVPN tunnel with across our internet circuits. We have one branch that we can connect to from HQ via our data circuit, but we cannot get the tunnel to come up. The internet circuit has been verified as being up, but the tunnel won't establish back to HQ.
I'm new to DMVPNs so any troubleshooting advice would be greatly appreciated.

You need to provide a 'santized' configuration for anybody to help.
A common misconfiguration in GRE is Recursive routing:

Thanks for the post, and sorry for my delayed response. It turned out to be the provider which is what I felt all along, but they denied it. The left out the ip unnumbered statement from one of their PE routers. So our packets were coming into their PE router, but were being dropped because the outgoing interface was down.
