Outbound H.323 calls failing with Cause Value=47

Scenario:

User lifts handset dial number (local, LD, Int, toll free, doesn't matter) and hears a fast busy. User hangs up, lifts handset dials same number and call processes normally.

Call Manager version 4.2(3)sr4b

ISR Gateway Cisco 3845 12.4(15)T3

I belive this has something to do with my dspfarm configuration, see below.

47 = Resources unavailable, unspecified

The requested channel or service is unavailable for an unknown reason. This might be a temporary problem.

What type of connection are you using? T1 CAS, PRI, E1?

Im seeing the same issue over 4 BRIs. What was wrong with your DSP config and what did you change to fix.
