For upload you have to use the policing commands . Shaping is supporting only for outgoing traffic . The difference is as attached .

You can do the following command to limit the upload traffic or try on a different interface .

policy-map VOIP-in

class VOIP

police 131000 conform-action transmit exceed-action drop

interface FastEthernet2

service-policy input VOIP-in
