what you see can happen.

Cisco implementation of traceroute uses as probe packets UDP packets destined to an unused high port.

If the first device in the path has the command

no ip unreachable

it blocks the ICMP unreachable that should come back to the probe sender.

So it is possible to ping a device but not being able to traceroute to it
