Hi Okan,
Before Cisco Unified CME 4.1, support for conferencing is limited to three-party ad hoc conference calls using a G.711 codec.
In Cisco Unified CME 4.1 and later versions, multi-party ad hoc and MeetMe conferences allow more than three parties.
From this excellent CME doc;
Cisco Unified Communications Manager Express System Administrator Guide - Configuring Conferencing

Hope this helps!

there is no fixed limit to this as it depends on CFB being used, if using G711 and SW CFB you can go as far as 42 per conference if you configure it that way.
if using HW CFB up to 8 participants with different codecs, if SW CFB + XCODER depends on stream codec and xcoding resources along with max number of users per conference
read the SRND media resources chapter for more info
