Failover to PSTN not working

Hello,

Can you help me with my problem? I have setup a DN that when called from outside the office, the call will be forwarded to Cisco MeetingPlace via on-net and when the WAN is down, the call will failover to PSTN (off-net). When I called the DN from outside but within the Philippines, on-net and off-net is working perfectly. However, if a colleague from abroad dials the same number and the WAN is down, the call doesn't failover to PSTN.

Please advice.

Can you please clarify more the type of GW,s CCM version and path when doesnt work.

I'm using CM 5.1(3c) and using a 3845 GW for inbound and another 3845 GW for outbound.

The part that doesn't work is, when someone outside the Philippines dial a DID (e.g. 63 2 999-1234) and WAN link is down. The call should failover to my outbound GW and dials another number but isn't. I just hear a beep sound.

If the call is from within the Philippines even the WAN is down, failover is working
