In UC500, CFNA and CFB to voicemail failed

I have a UC500 newly setup for a small office now. I have managed to configure the phones, extensions and users mailboxes. I managed to make outgoing incoming calls and listen to voicemail messages(only unity menu, no messages).

When called party call forward all(CFA) to voicemail, I could not access to the called party voicemail.

Is there some missing configurations or known bugs?
