unable to login to supervisor software in IPCC 4.x

Folks,

I created a user in IPCC 4.X and assign him supervisor priviledges under user management in IPCC. When i try to login to the supervisory software, I get an error that says "userid is unknown". The user i created was cisco and the password I am using to login is ciscocisco. What am I doing wrong?

check in CUCM this user has Primary and IPCC extensions

does that matter? should the user have ipcc extension as well?
