Is it true that you can't build a layer 3 etherchannel using PAgp?

No that is NOT true.

int 1/1

channel-group 1 mode desirable

int 2/2

channel-group 1 mode desirable

int po1

no switchport

ip address x.x.x.x y.y.y.y

is a layer 3 etherchannel and works perfectly.

Only limitation that i know of in Pagp is that you can't build cross-stack etherchannels with Pagp. You can with Lacp and mode on.

I believe it is also true that you can only use PagP interconnecting Cisco devices? If using other branded hardware in your network you should use LACP. This is what we have in our environment.

Yes, Pagp is Cisco propriatery. LACP is non-prop standard.
