have you configured

frame-rel switching

in global config ?

and the

sh int ser2/0

sh int ser2/1

what provides

have you tried to lower the clockrate ?

For my lab I used this configuration and it works:

frame-relay switching

!

interface Serial0/0

description Connected to Rack1R1

encapsulation frame-relay

clockrate 64000

frame-relay intf-type dce

frame-relay route 102 interface Serial0/1 201

!

interface Serial0/1

description Connected to Rack1R2

encapsulation frame-relay

clockrate 64000

frame-relay intf-type dce

frame-relay route 201 interface Serial0/0 102
