CUBC - How can Call Manager handle application down event

We have Cisco Unified Business Attendant Console working with UCM (6.1.2.1122-1). At the moment when the CUBC is down, callers to the CUBC registered incoming numbers, recieve busy tone. Is there any way Call Manager can be configured to provide alternate call treatment should be the CUBC app. be down?

I have this problem too.
