We intially configured 2 WAVE devices with the primary interface configured for DHCP. Shipped them to the branch offices where they obtained a new IP and registered with the central manager. At that point we change to a static IP and all works well. The next day we check and the WAVE's have reverted back to the IP address they originally received from the branch office network. We have tried setting the IP address by GUI and CLI, but each time it changes when we go back the next day. The devices are 574 and 474 running 4.1.1c.

Sounds like the CM has overwriten the static IP address.
It's probably best to boot it with DHCP, then change it to static, then register it with CMS.
From here you'll probably have to deregister the WAE from the CM, set it's IP address to static, then re-register.
