unity error (unity prompting we are facing technical error) analog phone

i am facing one problem with cisco unity. in my customer place they are using analog phones, which one they are connected with analog gateways. If this these phones busy with some other calls, if any other user calling from out side, after transferring the call to this particular extension, out side caller getting one message "" Welcome to cisco unity voice messaging system we are facing some technical issue please call after some time "" this type of message is prompting. I found one solution for this problem, but i m thinking its not work around for the analog phones. If i Set BUZY trigger(in ccm) to 2, out side user getting one ring tone. but our user will get one beep sound. Second one option i m thinking if i found this particular "wave" file and change to "these phones are busy with some other calls. Please call latter". this one option also there. But i m not aware of how to remodify this wav file as per my customer requirement. Is any other way to trouble shoot this problem please let me know
