telco-PBX--router1--router2--pbx--phone

when user dial 9 to access telco it is mandatory for them to hear a dialtone!!!

CallManager and CME can provide secondary dialtone like you are expecting but it seems as if your PBX is in control of the phone and dial plan so the PBX would be the one expected to provide the outside dialtone.

dear jesse

I have talked with pbx guys but the said the router has to generate a dialtone after the user dials 9

Based on what your PBX guys are telling you, I assume that the E1 is not ISDN. In which case, the dial-peer would be a POTS inbound dial-peer and the only thing you need to do is make sure that the 'direct-inward-dial' command is not in that dial-peer configuration. That should enable the secondary dialtone.

If it is ISDN, tell your PBX guys to stick it.
