Is there anyway to do a call monitor in CM. Customer does not have CCX.

only barge but you need a shared line with every single phone you plan to "monitor", CUCM does not provide call monitoring features

So this does the other person know they are being barged in on? Can I get instructions on this in CM admin?

yes, CUCM admin guide does contain how to configure barge. you can set if there will be a tone when you barge in or not.
