You can use the translation-rule feature to manipulate the CLI.

CLIR (hide calling party number) can do per gateway.

SIP Extensions for Caller Identity and Privacy:

http://www.cisco.com/en/US/docs/ios/12_2t/12_2t13/feature/guide/ftsipext.html

On the incoming dial peer:

voice translation-rule 1

rule 1 /^.*$/ //

(alternatively)

rule 1 /^.*$/ /5551234/

(this will mask all numbers to 5551234)

voice translation-profile hide-calling

translate calling 1

dial-peer voice x pots

translation-profile incoming hide-calling
