Adding any new devices will not get Corporate directory or call capability

When adding any new devices i.e. phones 7960's, 7940's or 7941's, etc. They will register, however they will not get the Corporate directory or have the capability to receive calls. And the phone will initially get a "registration rejected message, even if it is correctly added to the system. This is on Call Manager 4.2.3

I have this problem too.
