Can this be done via snmp and is there any links on how to do this ?

Yes, this is possible using the CISCO-STACK-MIB. See http://www.cisco.com/en/US/tech/tk648/tk362/technologies_tech_note09186a0080094aa3.shtml for instructions. Essentially, you will tell the switch to download a config containing the new password values.
