Agents are able to dial out only sequentially, but not all together

We have installed IPCC Express 5.0(2) build 045 and have this peculiar problem.

All agents are in a ready but the system is alloting only 1 agent to dial out. Only when the agent keeps the phone down , does another agent gets to dial.

Does any one know the answer

I have this problem too.
